The Thomson Reuters Foundation champions economies that are equitable, participatory, and sustainable, with a focus on environmental respect. Impact investing is crucial for addressing social and environmental inequities but remains underutilized in Southeast Asia. To bridge this gap, the Aspen Network of Development Entrepreneurs (ANDE) partnered with TrustLaw, the TRF's global pro bono service, to enhance understanding of local impact investing regulations in 7 different countries in Southeast Asia: Thailand, Vietnam, Singapore, Indonesia, Myanmar, and the Philippines. Special thanks go to A&O Shearman, DFDL, Mayer Brown, MahWengKwai & Associates, and SyCip Salazar Hernandez & Gatmaitan for their pro-bono support. This guide aims to assist social enterprises, incubators, and investors in navigating local regulations and fostering greater investment in regional startups and their social missions.

Southeast Asia is one of the fastest-growing regions in the world, with a total GDP of over USD 2.7 trillion. However, its progress is threatened by the increasingly adverse impacts of climate change. Entrepreneurship has a leading role in developing solutions to both mitigate and adapt to climate change. This report evaluates the current support ecosystem for climate and environmental entrepreneurs in six developing Southeast Asian countries: Cambodia, Indonesia, Myanmar, the Philippines, Thailand, and Vietnam. Through ANDE's data collection and analysis, this report offers insights on the set of organizations supporting entrepreneurs that aim to address climate change mitigation, adaptation, and non-climate related environmental protection challenges.

"This paper synthesises findings, based on case studies of social enterprises operating in the agriculture and health sectors in Kenya and Vietnam. Main conclusions are that the concept of social enterprise needs to be clearly defined if governments and donors want to give preferential support to such organisations and that defining social enterprise as a hybrid business model facilitates identification and analysis of enterprise models that are distinct from mainstream business. The research found that the social enterprises covered in the survey were often small, personality driven, and internationally supported. Social enterprises face special constraints linked to their hybrid business model: access to finance, human resources, legal status, difficult markets, and management weakness. Market and state failure creates niches for social enterprise: serving disadvantaged communities, managing public infrastructure, and creating environmental benefits. Governments, donors and promoters should assess the niche for social enterprise in specific market contexts in place of blanket promotion of the concept."

"This paper presents the preliminary results of our ongoing study of corrective policy intervention in cluster-based industrial development. At the center of this study is a field experiment that we are conducting in a knitwear cluster in Ha Noi (previously Ha Tay) and a rolled steal cluster in Bac Ninh in Vietnam. In these clusters, we conducted baseline surveys of firms from April to July 2010 and then provided classroom training programs for entrepreneurs in June to August of the same year. The evaluation of the training impacts is expected to reveal whether entrepreneurs in clusters possess basic knowledge of management before the training, what characterizes the entrepreneurs who are more willing and able to absorb new knowledge, whether the training can change entrepreneurs' attitudes toward learning management knowledge, how much entrepreneurs can learn from a short-period training program, and whether the benefit of the training program exceeds its cost, among others."

"This paper investigates the impact of investment in human capital (off-the-job training in short term) on productivity of the small and medium enterprises (SMEs) by using Propensity Score Matching (PSM) method with dynamic approach. The paper employs the data from two surveys on the SMEs in Vietnam in the year of 2009 and 2011 that provide detailed information about training and firm characteristics. The results found that training has significantly positive impact on the productivity of household business, but there is no evidence on the impact of training on productivity of the firms in formal sector in the short run; and there is no evidence on the impact of training activities on productivity in the medium run (one-or-two-year after training) for both household business and formal enterprises. Besides, qualitative approach shall be conducted to provide more description on training efficiencies in some specific cases."

The guidelines also provide recommendations on how ASEAN policy makers could collectively promote inclusive business at the regional level. We hope that this document would serve as a useful reference document for ASEAN policy makers in formulating national and regional strategies towards achieving a resilient, inclusive, people-oriented and people-centered ASEAN."

"We combine a Randomized Control Trial and a lab-in-the-field experiment to explore how participating in an 'entrepreneurship and gender' training affects the intra-household bargaining position of women. While male preferences dominate household decisions, the training attenuates the bargaining gap considerably. Inviting husbands to participate in the training does not further improve outcomes."

"This report proposes actions that can be taken by ASEAN Governments and key stakeholders to address the constraints facing women entrepreneurs. Two key levers for change are highlighted. These are greater access to and use of innovative technologies, especially those made available through the ICT revolution; and creative approaches to making finance and credit available to women entrepreneurs. As well as being critical in their own right, these two levers also contribute to unlocking progress in other key areas, such as education and training, access to business support and networks and opening market opportunities."
