Catholic Relief Services (CRS) works with private sector enterprises (e.g., manufacturers, financial service providers, traders, service providers, employers) to influence inclusive, resilient systems change. These partnerships are central to CRS’ mission to support more sustainable local leadership in all areas of its work, embodying subsidiarity and more efficient partnerships.
CRS teams partner with enterprises to support adaptive monitoring, evaluation, accountability, and learning (MEAL) both in humanitarian preparedness and response, as well as market development initiatives.  CRS aims to capture this learning, layered with industry good practice, to embed light, simple, operational guidance that shows teams across the agency how to integrate private sector enterprise perspectives into MEAL cycles using CRS’ existing systems and processes (e.g., COMPASS, SMILER+, etc.).
CRS seeks to strengthen its MEAL and adaptive management processes for private sector engagement
(PSE). This consultancy will lay the foundation for a practical, streamlined MEAL-for-PSE approach by:
    1. Summarizing relevant good global practices and internal lessons learned (e.g., Vines, Spices, and other programs).
    2. Reviewing CRS’s existing MEAL systems and providing inputs for better integrating PSE perspective.
    3. Drafting CRS’s draft MEAL-for-PSE process flow with clear operational steps and adaptive management loops.
    4. Providing a set of practical tools and templates to support milestone discussions, behavior change tracking, and adaptive reviews that are aligned with CRS’s systems.
    5. Developing one concise training slide deck for internal rollout.
