Request for Proposals: Perception Mapping: An Evaluation of Investor Behavior & Influence Change under ANDE’s Access to Green Finance Initiative

The Aspen Network of Development Entrepreneurs (ANDE)  is seeking a consultant to produce an evaluation in both India and Kenya on investor behavior and influence change for ANDE’s Access to Green Finance Initiative.

About ANDE

ANDE is a global network of organizations that propel entrepreneurship in developing economies. ANDE members support “the missing middle”—the small and growing businesses that are the engines of growth in developing economies and have the potential to address critical social and environmental challenges. Members include both for and nonprofit investment funds, capacity development providers, research institutions, development finance institutions, foundations, and corporations from around the world. 

Background on ANDE’s partnership with the IKEA Foundation:

In partnership with the IKEA Foundation, ANDE set out in 2021 to understand and bolster support for green entrepreneurial ecosystems in India and Kenya, as key to helping both countries adapt to the effects of climate change. The project culminated in detailed research reports outlining the opportunities and challenges in each country. The primary challenge cited by entrepreneurs and intermediaries was access to finance, driven by a limited number of local investors interested in green enterprises, a lack of clarity regarding the business models and potential return on investment, and a tendency for investors to prefer tech-oriented solutions that are quick to scale.

ANDE and the IKEA Foundation are now undertaking a second phase to work toward closing these gaps in access to finance, focusing specifically on the waste management and circularity sectors. In this second phase, ANDE has been engaging 52 investors across India and Kenya through rolling cohorts over the past two years through a range of activities including investor convenings and trainings, pitch events, research reports, and an Action Lab. The cohort members include a wide range including, DFIs, banks, impact funds, corporates, angels and family offices, and incubators or accelerators.

About the Perception Mapping

This perception mapping evaluation will answer the question: to what extent and through which mechanisms has the ANDE Access to Green Finance program influenced investors’ knowledge, perceptions, and early behaviors related to circularity finance across India and Kenya?

Methodology may include but is not limited to:

  • Review of existing activity documentation and impact measurements
  • Qualitative in-depth virtual interviews, at least 10 in each country, structured and semi-structured
  • Targeted surveys to all 52 cohort members
  • Conducting a mapping exercise of the investor network to inform the findings

Expected Deliverables:

  1. Inception Note which should include a workplan and framework methodology
  2. Interview Toolkit
  3. Baseline sentiment analysis from existing data and evaluation
  4. An In-Depth Analytical Report (no more than 30 pages): Including findings, barriers and enabling conditions, pathways for engagement, and top action-oriented recommendations for investor behavior change
  5. 2-3 short case studies on investor journeys
  6. A visual and Slide Deck for ANDE internal and external use

To apply:

ANDE is seeking a consultant – who can be an individual or organization – with demonstrated expertise in qualitative evaluations and in the investment ecosystem. The consultant should have familiarity in either or both countries. 

Proposals should not exceed a budget of USD $11,000.  Interested consultants or organizations should send a CV indicating relevant prior experience along with a 2–3 page summary of how you would approach the perception mapping evaluation. Include the proposed framework(s), methodology, and budget.
