SUMMARY: The Office of Accountability (OOA) is tasked with independently responding to community concerns related to DFC-sponsored projects and reviewing and evaluating the Corporation’s compliance with its governing statutes, policies and procedures related to environmental protection, social impacts, worker rights and human rights. The incumbent reports directly to the DFC’s Board of Directors and assists with the formulation and implementation of policies and initiatives at the guidance of the Board and senior Corporation management.
DUTIES:
As the Director of the Office of Accountability, you will:

- Annually evaluate and report to the Board and Congress regarding compliance with environmental, social, labor, human rights, and transparency standards, consistent with Corporation statutory mandates.
- Provide a forum for resolving concerns regarding the impacts of specific Corporation-supported projects with respect to such standards.
- Provide advice regarding Corporation projects, policies, and practices.
- Receive and evaluate compliance issues emerging from DFC projects, help resolve issues raised by complainants about the environmental, social, worker rights and human rights impacts of DFC-supported projects and helping reach resolutions that meet the interests of all parties.
- Independently review and report on DFC’s compliance with its environmental, social, and worker and human rights policies where a complainant has alleged non-compliance, as well as provide recommendations to DFC senior management.
- Maximize transparency and information disclosure of the compliance review process.
- Establish and maintain the process and procedures of the OOA, which are subject to public consultation and require approval by the Board.
- Build and maintain a strong dialogue with non-governmental organizations and civil society, by ensuring that project-affected stakeholders have information about how to access the OOA’s services and complaint process.

- Work may occasionally require travel away from the normal duty station on commercial aircraft.

Specialized Experience: You may qualify if you have one full year of specialized experience equivalent to the GS-14 level in the Federal Service. Specialized experience is defined as experience in all of the following:

- Experience reviewing and evaluating a corporation’s compliance with its governing statutes, policies and/or procedures related to environmental protection, social impacts, worker rights, or human rights.
- Experience evaluating concerns, complaints, or conflicts about social, environmental, economic, and other development-related areas with respect to international financial transactions and investments in developing countries.

- This position is eligible to be 100% remote. The duty location may be negotiable upon selection, but must reside within the U.S. The option to work out of the DFC’s Headquarters office in downtown Washington, DC is available to candidates who are interested. If applicants select Washington, DC as their preferred duty station, the selectee will be expected to report to the office and follow the agency’s telework policy.
- Telework Suitability: The duty of this position is suitable for telework. The selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

- The incumbent will earn 8 hours of annual leave per pay period (80 hours) and 4 hours of sick leave per pay period (80 hours).

A person appointed under this authority at any level serves at the discretion of the Chief Executive Officer and may be terminated at any time. This appointment shall be terminated when it is decided that the services of the AD employee are no longer required. If removal is for cause, either because of misconduct or poor performance, all fallback rights, if applicable, are forfeited.
